India initiates antidumping probe into NBR imports

New Delhi – India’s department of commerce has started an anti-dumping probe into imports of
acrylonitrile-butadiene rubber (NBR) into the country from China, the EU, Korea and Russia.

The probe follows a petition by sole local NBR producer Apcotex Industries Ltd and covers NBR
in bale form with ACN content between 25% to 42%, specifically excluding carboxylated,
hydrogenated and oil-extended NBR bales.

In a 26 Sept statement, the directorate general of trade remedies (DGTR), said the applicant
had provided prima facie evidence with respect to the injury suffered by the domestic industry.
The period of investigation is from 1 April 2023 – 31 March 2024, during which DGTR maintains
the volume of imports from the subject countries “increased in absolute as well as relative
terms.”

The applicant, however, has not claimed volume injury and the impact of increased imports has
been claimed on only prices, DGTR noted.

In its petition, Apcotex claimed that price suppression and depression caused by dumped
imports prevented it from moving its prices in line with changes in cost, thereby impacting its
profitability.
